Explanation

Verb-first does not always mean a question

At C1, two important constructions begin with the finite verb without being questions: conjunctionless conditional clauses and unreal wish clauses.

A wenn condition can often omit the conjunction; the finite verb then moves to the front: Wenn Probleme auftreten, informieren Sie uns. → Treten Probleme auf, informieren Sie uns. The V1 clause is still subordinate and is separated from the main clause by a comma. dann or so may introduce the result. Forms with sollte(n) express a cautious possibility; subjunctive II marks hypothetical or counterfactual conditions.

An unreal wish may also start with the verb: Wäre der Zug doch schon da! Hätte ich nur früher davon erfahren! It uses subjunctive II, often contains doch, nur, bloß, has no result clause, and usually ends with an exclamation mark. Past wishes use past subjunctive II: Hätte sie doch angerufen!

Use the full context: Hätte er Zeit, käme er mit is a condition, while Hätte er doch Zeit! is a wish.
